question about damage TO and FROM

some custom items have the description "reduce damage TO demi-human monster by x%".. Is this a typo? or a bug? or is this the effect of the item?
It's kinda confusing, because if it reduces damage TO, doesn't it mean that the damage you do on a player is reduced? not the damage you get from them?
